Teachers were ordered to go from house to house and register the population, in Tashkent.  Does the minister have anything to do with this?

In Tashkent, teachers are going door-to-door, registering school-age children.  Blogger Nikita Makarenko wrote about it on his Telegram channel.

He noted that teachers of the 160th general secondary school rang the doorbell of his apartment.  The training was assigned by the ministry to go door-to-door during working hours and collect information about who has or does not have children in the micro-region.

Makarenko wrote an open letter to the Minister of Public Education Bakhtiyor Saidov and said:

“I have a great idea! Dear Minister Saidov! Do you want to do it yourself? Get out of the office, and go for a walk.  I'm sure you're sitting under the air conditioner and doing nothing.

You know, teachers are needed to educate children.  I understand that your ministry has already forgotten this fact, you have other things to do," says Makarenko.

The Ministry of Public Education reacted immediately to the blogger's speech.

"The Ministry of Public Education stated the following about the news that school teachers are collecting information about school-age children living in apartments in the region through social networks:

First of all, we would like to inform you that the Ministry of Public Education has not given any special assignments to regional public education units and educational institutions.

By the decision of the Cabinet of Ministers of the Republic of Uzbekistan No. 140 of 15 March 2017, including school-age children in general secondary education within the regions (micro-region), attached to general education institutions based on the decision of the district (city) governors, this general education institution is determined to be implemented by registration.  According to this, the school management should have information about the children who live in the micro-region attached to their school and who may come to the school in the future.

At the same time, this process is carried out today through an electronic system, and for this, there is no need for school pedagogues to go from house to house. For the last 2 years, the admission processes for the 1st grade has been carried out electronically (online) in general education schools in the city of Tashkent and regional centers.

For this purpose, the electronic information system of the Ministry (my.maktab.uz) is integrated with the relevant ministry offices, and information is collected.  In particular, during the admission process, information about the address of the parent's residence is determined with the address-list information system of the Ministry of Internal Affairs, and information about the micro-region (neighborhood) is determined by integrating information systems.

We would like to remind you that it is forbidden to involve pedagogues-employees in the process of collecting data on the micro-region with the "initiative" of some local leaders and to involve them in work unrelated to their activities.

It is known that the President of the Republic of Uzbekistan "On the measures to bring up the youth spiritually, morally and physically, and raise the system of education to a new level in terms of quality" dated 14 August 2018, by the decision PQ-3907, to request reports and additional information on other pedagogical workloads of general secondary school teachers, except for organizing lessons and club activities and keeping a class journal and it is strictly forbidden to engage public education workers in work not related to their service obligations.

The Ministry of Public Education reminds all school principals and pedagogues that it is strictly forbidden to involve them in work that is not part of their job duties, and in case of such situations, they can contact the "Hotline" of the Ministry 71-202-09-09, the ministry stated.
