After Tashiyev, Kyrgyz speaker also steps down

Today, 12 February, Kyrgyzstan’s Jogorku Kenesh Speaker Nurlanbek Turgunbek uulu announced that he had stepped down from his post, AKIpress reported.

According to the report, Turgunbek uulu made the announcement during a parliamentary session. However, he will remain a deputy of the Jogorku Kenesh of the Kyrgyz Republic.

The decision comes amid ongoing кадровые changes initiated by President Sadyr Japarov.  → Wait this contains Russian word; fix. Need English: "personnel changes".

Turgunbek uulu had held the position since 2022. Following early parliamentary elections, he was re-elected in December 2025.

Tashiyev’s resignation

It should be recalled that yesterday, 11 February, Kyrgyzstan’s State Committee for National Security Chairman and Deputy Prime Minister Kamchybek Tashiyev was dismissed from his post by presidential decree. He said his decision was driven by a desire to “prevent division in society.” Tashiyev later said he learned about the decision while undergoing a scheduled medical check-up in Germany after heart surgery.

Following Tashiyev’s dismissal, his first deputy Kurbonbek Avazov, Cybersecurity Center Director Daniyar Risaliyev, and Anti-Terrorism Center Director Elizar Smanov were also removed from their posts. Abdukarim Alimboyev was dismissed as First Deputy Chairman of the State Committee for National Security and appointed Head of the State Border Service. He was replaced by Rustam Mamasadykov, who had been serving as Secretary of the Security Council.

Jumgalbek Shabdanbekov, who has served since 2020 as head of the committee’s Service No. 9 and deputy chairman, was appointed acting head of the State Committee for National Security.

On the same day, the Border Service was removed from the structure of the State Committee.

The Japarov–Tashiyev tandem

For reference, Kamchybek Tashiyev was appointed Chairman of the State Committee for National Security on 16 October 2020. The decree was signed by Sadyr Japarov in his capacity as acting president following the events of 5–6 October 2020.

The long-standing relationship between Tashiyev and President Sadyr Japarov has often been described as one of the most stable and influential political alliances in the country. Their cooperation began long before they came to power. In the early 2010s, they repeatedly found themselves on the same side of political processes and even went through a joint criminal episode in 2012, which further strengthened their personal ties.

After the October 2020 events, the tandem took its final shape: Sadyr Japarov became president, while Kamchybek Tashiyev was appointed head of the security committee and became a key pillar of the силовой блок → need English "security bloc".

He oversaw some of the most high-profile cases, shaped security policy, and became one of the president’s closest and most trusted allies.

Experts often described their alliance as the country’s strongest political duet, and any кадровые changes around Tashiyev → need English "personnel changes" were seen as a sign of serious shifts in the configuration of power.

In recent months, rumors circulated in political circles that the security chief might take part in the upcoming presidential election. Tashiyev, however, repeatedly said he had no intention of running and would support Sadyr Japarov.
