Former mayor of Andijan city, Dilmurod Rahmatullaev, was appointed as the head of the city development department on August 17. The current mayor, Gofur Abdurahmanov, signed the decision regarding this appointment.

Dilmurod Rahmatullaev has held various positions throughout his career. He previously headed the regional public education department and served as the governor of Andijan city from 2016 to 2019. Rahmatullaev gained notoriety online in the fall of 2017 when an audio recording of him using inappropriate language to insult the heads of several educational institutions in Andijan went viral. In December of the same year, he was fined 30 times the minimum wage by court order.

In April 2018, the prime minister reprimanded Rahmatullaev for coercing employees of budget organizations, including pre-school educational institutions, to purchase flowers and tree seedlings from entrepreneurs at exorbitant prices to beautify city streets.

In August 2019, a video of Rahmatullaev surfaced, sparking widespread discussion.

"I believe this tarnishes the reputation of Andijan city, the region, and its leadership. I condemn it, and I curse it," Rahmatullaev stated at the time.

The governor of Andijan region, Shuhratbek Abdurahmanov, criticized Rahmatullaev's performance as governor, noting that he had repeatedly warned him. Subsequently, it was revealed that Rahmatullaev had signed documents that violated legal requirements in approximately 30 cases.
