The institution of a “jury of public representatives” will be gradually introduced in Uzbekistan’s judicial system. This was announced by President of Uzbekistan Shavkat Mirziyoyev on December 26 in his address to the Oliy Majlis and the people of Uzbekistan.

“From now on, the institution of a ‘jury of public representatives,’ which has produced positive results in countries with an English common law system, will be gradually introduced into the criminal justice process,” Shavkat Mirziyoyev said.

Under this mechanism, especially serious crimes and cases that have caused public resonance will be considered with the participation of public representatives, which is expected to contribute to more just court verdicts.

Speaking about the consistent continuation of efforts to bring the judicial and legal system closer to the people, the President noted that work has begun to organize the administration of justice based on the “digital court” concept. According to him, human rights protection will be strengthened by digitizing the investigation process as well. From the acceptance of crime reports to the transfer of cases to court, artificial intelligence technologies will be introduced, reducing the human factor.

“The launch of investigative judges in our country has become another important stage in the implementation of the internationally recognized habeas corpus institution. From 2026, we will also grant investigative judges the authority to amend and revoke sanctions and coercive measures. We will continue to increase public participation and its role in the administration of justice,” Shavkat Mirziyoyev said.

He also emphasized that it is impossible to ensure reliable restoration of the rights of citizens and entrepreneurs without unconditional enforcement of court decisions. For this reason, effective alternative mechanisms will be introduced into the compulsory enforcement process. As a result, artificial intelligence will be implemented in the sector, and within the next two years, 30 percent of enforcement actions will be carried out without human involvement.
