Health Minister issues appeal on corruption

Health Minister Eldor Odilov has addressed the public on preventing corruption. The ministry’s press service reported this.
The appeal states that corruption is a serious threat that hinders the country’s development. In order to prevent this vice and fight firmly and uncompromisingly against all its forms, reforms are being carried out in New Uzbekistan to eliminate various bureaucratic obstacles and ensure openness and transparency in public administration.
In his Address to the Oliy Majlis and the people of Uzbekistan last year, the President described corruption as a serious threat that undermines trust in society and declared a “state of emergency” against it. According to the minister, in order to implement this strategic policy, the structure of the ministry is being reorganized in accordance with the relevant presidential decree dated May 5, 2026.
In addition, in order to detect corruption risks in the sector at an early stage, put an end to them and prevent the misuse of budget funds, a total of 979 cases involving financial errors and shortcomings worth 514.9 billion soums were identified early and eliminated over the past five months of this year through the masofaviyaudit.uz automated information system in organizations under the ministry.
Moreover, in order to prevent cases of illegal demands for “suyunchi” payments from pregnant women and their relatives at maternity institutions, or unlawful fees for cesarean section procedures, “mystery shopper” activities have been introduced in all medical organizations, including maternity complexes.
It was reported that in the Openness Index of the Anti-Corruption Agency, the Ministry of Health scored 87.2 points and rose 60 places among 97 organizations, moving for the first time from the “yellow” level to the “green” level.
“As is known, where there is corruption, people’s trust in the state disappears. And where there is no trust, neither reforms can be effective nor justice can prevail,” Odilov said in his appeal.
According to him, as part of the personnel renewal policy launched at the ministry, it is planned to cover regional health departments, district and city medical associations and, in general, all treatment and prevention institutions in the future. Public objections and complaints will serve as the main criterion in this process.
In addition, from July 1, 2026, the Raqamli Komplayens information software complex will be launched in test mode, and the activities of internal anti-corruption control units will be fully digitized through the E-Komplaens electronic module. At the same time, effective solutions aimed at early detection and prevention of corruption risks will be developed through the introduction of artificial intelligence technologies.
In his appeal, Eldor Odilov asked citizens to report any information about corrupt actions by organizations within the system, regional departments, medical institutions or their officials and employees, cases of conflicts of interest, bureaucratic obstacles, demands for illegal payments or other violations through the ministry’s short trust hotline number 1203 or by email at [info@ssv.uz](mailto:info@ssv.uz).
“Every appeal will be reviewed promptly in accordance with the established procedure. The identity of applicants and the confidentiality of the information provided will be guaranteed, and appropriate measures will be taken regarding identified cases. I believe that together we will turn the healthcare system of New Uzbekistan into a corruption-free, fair and transparent system,” the Health Minister said.
Earlier, it was reported that the leadership of the Ministry of Health had been almost completely replaced. In particular, Asilbek Anvarovich Khudayarov was dismissed from the post of Health Minister. He was replaced by Eldor Odilov, who had been serving as head of a division at the Department for Legal Expertise and Comprehensive Analysis of the Presidential Administration of the Republic of Uzbekistan.
It is worth noting that under the presidential decree “On Measures to Improve Management Efficiency in the Healthcare System,” signed on May 5, it was determined that the suitability of employees in the Ministry of Health system for their positions will be assessed in Uzbekistan.
