The plenary session of the Senate began with the discussion of the events in Karakalpakstan

Parliament had the primary responsibility for preventing incidents such as the one in Karakalpakstan.  Therefore, it must critically evaluate its work.  This was announced by the Chairman of the Senate of Oliy Majlis (Parliament) Tanzila Narbaeva before the beginning of the regular plenary session of the Senate, which opened on 8 July.

“You all know that unexpected incidents have occurred in Karakalpakstan.  We have seen that, despite the efforts of some, these incidents will never succeed in destroying the unity of our people.

At the same time, we must all draw the right conclusions from these events and review our work. Yesterday, our head of State also paid special attention to this issue.
These events, first of all, show the need to attract the forces and resources of all state bodies and departments to resolve all issues in agreement with the people and in time”, - said the chairman of the Senate.

According to her, the problems and issues raised by the population can not be classified as big or small.  The solution to each of them is important.

“If even a small problem is not solved, it will become a big problem one day,” - Norboeva says.

On behalf of herself and the senators, she expressed her condolences to the families and friends of the victims of the events in Karakalpakstan.  She also wished citizens in hospitals a speedy recovery.

It should be recalled that on 1 and 2 July of the current year, in the city of Nukus of the Republic of Karakalpakstan, some citizens, having misinterpreted the constitutional reforms underway in the Republic of Uzbekistan, organized unexpected demonstrations.

The Supreme Council of the Republic of Karakalpakstan, the Council of Ministers of the Republic of Karakalpakstan, and the Ministry of Internal Affairs of the Republic of Karakalpakstan considered the situation as an attempt to seize the state administration in Nukus.

After that, on 2 July, the president of Uzbekistan Shavkat Mirziyoyev arrived in Karakalpakstan and talked with the Karakalpak people.

In addition, taking into account that the discussion of the changes and additions to the constitution is still ongoing, and after studying the opinions and comments expressed by the people of Karakalpakstan, the president declared that Articles of 70, 71, 72, 74, and 75 in the current version of the constitution of the Republic of Uzbekistan should remain unchanged.

On 4 July, the Legislative Chamber of the Oliy Majlis (Parliament) of Uzbekistan adopted a decision not to amend the articles of the constitution relating to Karakalpakstan.

During the incidents, 516 people were arrested, 243 injured and 18 killed.  Criminal proceedings were initiated under article 159 of the Criminal Code of the Republic of Uzbekistan (infringement of the constitutional order of the Republic of Uzbekistan), part 4 – “Conspiracy to seize government or overthrow the constitutional regime of the Republic of Uzbekistan”.
