People who have committed corruption offenses cannot be employed in the state civil service. This is stated in the law «On state civil service», adopted today 28 May, at the 26th plenary session of the senate of the Oliy Majlis (Parliament).

The law comprehensively regulates the selection process for the civil service, including candidates, through open and independent selection.

The norms of the law apply only to state civil servants included in the State Register.

In addition, the basic powers of the state authorities in regulating the public service have been defined.  In particular, the powers of the president of the Republic of Uzbekistan, the Cabinet of Ministers, and other competent state bodies in the field of public service are clearly defined.

The law provides a legal framework for the prevention of corruption in the civil service sector, that is, the performance of state servants is assessed based on the most important efficiency indicators (Key Performance Indicators (KPIs)). Persons who have committed corruption offenses cannot be employed in the civil service.

It was stated that the implementation of this law would provide a legal basis for regulating the area of the state service.  The law serves to increase the category, status, and qualification level of civil servants, their additional pay, and their full support, as well as to intensify their responsibility.
