On January 22, the Ministries of Defense of Uzbekistan and Russia signed a cooperation plan for 2025 and a strategic partnership program for 2026-2030 in the military sphere. This development was reported by the Russian Ministry of Defense.

The documents were signed by Uzbekistan’s Minister of Defense, Shuhrat Kholmukhammedov, and Russia’s Minister of Defense, Andrey Belousov. The 2025 cooperation plan outlines 50 joint activities across various branches of the military services of the two nations.

As part of the official visit, the Defense Ministers visited the Victory Park memorial complex in Tashkent. They laid wreaths at the base of the "Ode to Effort" monument, a tribute to Zulfiya Zakirova, an Uzbek woman who lost her five sons during the war. The monument, unveiled on May 9, 2020, symbolizes all women who endured the loss of children, husbands, and loved ones in wartime.

This ceremony took place within the framework of the Russian Defense Minister’s official visit to Uzbekistan, underscoring the deepening military ties and mutual commitment to regional security between the two countries.
