Ombudsman provides new details on death of convict in Tavaksay colony

The Ombudsman has provided additional information regarding the death of convict Mustafa Tursinbayev, who was serving his sentence at Tavaksay penal colony No. 7. Tursinbayev died after a wall collapsed and crushed him while he was demolishing a one-story building. The Ombudsman confirmed that the matter is under his control.

On February 11, at approximately 16:10, convict M.T. was involved in renovation work at the old canteen building within the colony. During the demolition of a wall, part of it collapsed due to carelessness, causing serious injuries to the convict.

“The colony doctors immediately provided the convict with first aid and took him to the ‘Compound Injuries and Acute Blood Vessel Diseases’ Center of the Bostanlyk District Medical Association. The convict was diagnosed with multiple trauma, closed head injury, closed chest injury, traumatic shock stage III, hemorrhagic shock stage III, and acute cardiovascular and respiratory failure,” the report stated.

Despite undergoing surgery at the hospital, the convict died on February 16 at 17:00.

The Ombudsman’s staff, along with the regional representative in the Tashkent region, conducted an on-site investigation into the incident. Additionally, the Ombudsman’s regional representative in the Republic of Karakalpakstan met with the deceased’s family and expressed condolences. The deceased's father had been with his son at the Bostanlyk district medical association for five days.

According to the Prosecutor General's Office, a criminal case has been opened under Article 257 of the Criminal Code (Violation of labor protection rules). The Tashkent Special Prosecutor's Office is leading the investigation, while an internal investigation has been initiated to evaluate the actions of the employees involved.

“A complaint has been sent to the Prosecutor General's Office of the Republic of Uzbekistan regarding these circumstances. The Ombudsman requests that this situation be thoroughly, fully, and impartially investigated,” stated the Ombudsman.

It should also be noted that on February 15, the body of 21-year-old convict Muhammadkadir Pulatov was found in colony No. 14 in Almalyk, under the Department of Execution of Sentences of the Ministry of Internal Affairs of the Republic of Uzbekistan. The Ombudsman has sent a complaint to the Prosecutor General's Office regarding this case as well.
