Budget projects' customers are determined and initiated by the President

Now construction objects implemented and based on initiative budgeting, are being demanded by a certain organization according to directions given.  This was stated in the decision of the President of the Republic of Uzbekistan "On measures to improve control mechanisms, openness, and transparency in the implementation of construction projects".

According to this decision, the following were designated as customers for construction objects within the framework of initiative budgeting:

• internal roads - customer organizations of the Motor Roads Committee;

• drinking water supply - unitary enterprise "Engineering company for the construction of water supply and wastewater facilities";

• electricity, gas supply, and communication networks - JSC "Territorial Electric Networks", JSC "Hududgaztaminot" and JSC "Uzbektelecom";

• social sphere objects, neighborhood offices, beautification, night lighting, and other objects - regional "One Customer Service" engineering companies.

Currently, the bodies that maintain objects (for example, regional education departments) are designated as customers, and they cannot manage and technically control construction and repair works.
