Deputy governor of Namangan region was imprisoned for 7.5 years

Saidahmad Sultanov, who served as the Deputy Governor of the Namangan region responsible for industrial development, capital construction, communications, and communal economy matters, has been sentenced to 7.5 years in prison. QALAMPIR.UZ reviewed the court documents.

According to the verdict, Saidahmad Sultanov awarded the construction of several internal roads in the region to "Namangan Construction and Design Trade" LLC based on verbal instructions, without conducting tenders or formalizing project-estimate documents. Through this, he conspired with the head of the LLC and others, leading to the misappropriation of budget funds.

Specifically, in four instances, Sultanov and his accomplices embezzled 15.5 billion sums of budget funds. In these cases, Sultanov assigned road construction projects to "Namangan Construction Design Trade" LLC without the necessary documentation and ensured timely financing. As a "reward" for these actions, he received $10,000 in December 2021, $20,000 in November 2022, and $20,000 in March 2023 from the head of the LLC.

Additionally, Sultanov was allocated a Captiva car owned by the Namangan regional administration. However, from July 2020 to December 2023, he used a Hyundai Tucson belonging to the Namangan Regional Construction and Housing and Communal Administration for both official and personal purposes. During this period, he consumed 13,359 liters of gasoline, causing more than 128 million sums of damage to the state and society.

Among Sultanov's actions were instances of soliciting funds from businessmen under the pretense of sponsoring the "Navbahor" football club, which he then used for personal gain. In August 2023, he ordered the heads of "Stroy Melio Montaj" and "Nasos Tamir" LLC to transfer a total of $30,000 to the head of the regional department of the "Engineering Company for the Construction of Water Supply and Wastewater Facilities" in Namangan region, supposedly to sponsor the football club. Instead of directing these funds to the club, he used the money for his personal affairs.

It was also revealed that Sultanov, during his tenure as the head of the main construction department of the Namangan region from November 26, 2018, to October 20, 2020, embezzled a significant amount of budget funds.

Saidahmad Sultanov was convicted under Article 167, Part 3, Clause "a" of the Criminal Code (embezzlement or robbery using fraud on a large scale), Article 168, Part 4, Clause "a" (fraud on a large scale), and Article 205, Part 2, Clause "a" (abuse of power or official authority). He was sentenced to 7 years and 6 months of imprisonment and was barred from holding positions of responsibility and financial oversight in organizations with state participation for 3 years.

For reference, in October 2020, Saidahmad Sultanov was appointed Deputy Governor of Namangan region for industrial development, capital construction, communications, and communal economy issues. On December 15, 2023, he was placed under preventive detention.
