Former khokim of Khavos district sentenced to over 3 years in prison

9549It has come to light that Uchkun Kamolov, the former Khokim of Khavos District in Syrdarya Region, was arrested and brought to criminal responsibility on September 18, 2023, shortly after his dismissal from office on August 7, 2023. QALAMPIR.UZ has reviewed court documents related to the case.
Kamolov served as Khokim of Khavos District from April 14, 2020, to August 7, 2023. Simultaneously, he chaired the Commission for the Consideration of Land Allocation Issues under the district administration. During his tenure, he inflicted significant damage to state and public interests by colluding with then-Deputy Khokim for Agriculture and Water Management B.B. and the former Head of the Department of Land Resources and State Cadastre of Khavos District, M.K., to illegally allocate agricultural land to private businesses.
According to the court verdict, Kamolov was involved in four cases of unlawful land allocation, transferring 144 hectares of irrigated arable land for activities such as fish farming, sand and gravel extraction, and gardening. These actions caused losses to the state amounting to 8.856 billion soums.
Moreover, his deliberate negligence in three other cases, where fertile topsoil was mined on lands allocated to business entities, resulted in an additional 6.352 billion soums in damage to state interests.
His accomplices, B.B. and M.K., were previously convicted by the Okoltin District Criminal Court on November 15, 2022.
On March 25, 2024, the Sardoba District Criminal Court found Kamolov guilty under Article 167 (Embezzlement), Part 2, Clause “g”; Article 205 (Abuse of Power), Part 2, Clause “a”; and Article 208 (Negligence) of the Criminal Code. He was sentenced to a fine of 181.5 million soums and banned from holding public office for three years. After accounting for 6 months and 7 days spent in detention, the fine was reduced to 150.645 million soums.
However, the verdict was later reviewed. On January 9, 2025, the Criminal Trial Panel of the Syrdarya Regional Court overturned the previous ruling and issued a new verdict: Kamolov was sentenced to three years, five months, and 23 days of imprisonment, in addition to a 99 million soum fine and a three-year ban from holding official positions.
On May 30, 2025, the Syrdarya Regional Court upheld this revised ruling, finalizing Kamolov’s sentence.
