Starting from June 1, 2025, citizens of foreign countries and stateless individuals will be able to obtain simplified residency permits in Uzbekistan for five years. This initiative was outlined in the presidential decree “On Measures to Encourage Production, Export, and Entrepreneurial Activities, and Enhance the Efficiency of Trade and Industry Policy,” issued on April 18, 2025.
Under the decree, foreigners and stateless persons can acquire a residency permit by paying $200,000. Additionally, each family member (spouse, children, and parents) will need to pay $100,000 to receive similar permits.
The decree also implements measures for the restaurant sector. Entrepreneurs providing public catering services will be eligible for partial VAT refunds, but only if revenue from these services constitutes at least 80% of their total income.
Extended Deadlines for Industrial Facilities: The deadlines for equipping industrial facilities with automatic monitoring stations, dust-gas purification systems, local water treatment plants, and stationary monitoring posts have been extended as follows:
- Category I facilities: Until January 1, 2026.
- Category II facilities: Until July 1, 2026.
Earlier, during the President’s open dialogue with entrepreneurs on August 30, 2024, measures to streamline VAT refunds and other initiatives aimed at supporting businesses were introduced.
