Three arrested in Khorezm for demanding money in exchange for “breathing”

In a recent development, authorities in the Khorezm region have apprehended individuals who were extorting money from citizens in exchange for basic rights. The Investigation Department under the Ministry of Internal Affairs confirmed the arrests following a complaint lodged by a concerned citizen.

The incident unfolded on June 9, when a 38-year-old citizen, identified as I.U., approached the district Internal Affairs Department, seeking protection from constant threats. The victim revealed that three individuals, namely 36-year-old M.B., 30-year-old M.Y., and an unnamed perpetrator, had been pressuring him for money to maintain peace while walking the streets. Failing to comply with their demands would result in threats to his property. Shockingly, it was discovered that between December 6, 2022, and February 2023, the victim had been forcibly extorted a staggering sum of 58 million soums.

Alarming developments continued when, between June 6 and 8 of this year, the accused individuals contacted I.U., issuing further threats.

Promptly responding to the gravity of the situation, the Department of Combating Organized Crime within the Criminal Investigation Department of the Regional Bureau of Internal Affairs swiftly initiated action. In a carefully planned operation, the aforementioned suspects arranged a meeting with the victim at a local cafe situated on Mustaqililik Street, Gurlan district. During the encounter, they were apprehended in possession of incriminating evidence as they accepted the money they had demanded.

Consequently, the Investigative Group under the Gurlan District Internal Affairs Department launched a criminal case against M.B. and M.Y., invoking Article 165, Part 2, Paragraphs "b" and "c" (extortion) of the Criminal Code of the Republic of Uzbekistan. The accused individuals were subsequently detained as a preventive measure to ensure public safety.

The swift response by law enforcement highlights their commitment to upholding justice and protecting the rights of citizens. The arrest of these individuals serves as a warning that such criminal activities will not be tolerated, and those responsible will be brought to justice.

The authorities are urging citizens to remain vigilant and report any instances of extortion or threats to the appropriate law enforcement agencies.
