Tashkent HDIA announces its interpretation regarding the death of Khafizullah Turgunbayev

21875The General Department of Internal Affairs of the city of Tashkent released a video detailing the long-awaited death of 21-year-old Hafizullah Turgunbayev, who died on May 29. It is interesting that the "journalistic inquiry" about the death of the young man, who allegedly jumped from the 4th floor of the Chilonzor district DIA building and died a week later in the hospital, was conducted by an employee of the Tashkent city himself.
In the published video, on May 22, a Gentra vehicle was stopped by inspectors working at the RSS facility in Chilonzor district. The RSS inspector checking the driver's documents suspected Hafizullah Turgunbayev, who was traveling as a passenger in the car. After that, the employees working with him checked the car and a total of three people in it with the participation of witnesses. As a result of the investigation, 53.52 gm of hashish was found in the pocket of Hafizullah Turgunbayev in polyethylene cellophane.
A brief interview of Hafizullah with the state attorney, who was taken to the Chilonzor district DIA, was reflected in the footage of the "journalistic inquiry". However, the rest of the episode did not show the footage of him being investigated, asking to go to the bathroom, and moving around the hall of the building.
Also in the video, the interview of one of Hafizullah's accomplices, the witness of the incident, who said that there was no torture during the investigation process, was clipped.
"That day I brought him food and then left. The next day I called him and asked him what he needed. He asked me to bring food and other things. After the emergency workers asked me to come, I took food to Hafizullah and went to Chilonzir district DIA. I was also in the office for two days. There was no use of force or beatings. But when I was being interrogated, there was shouting outside. Later I found out that Hafizullah had thrown himself. Everyone was gathering downstairs, so I went too. Everyone is talking about something. "I say it as a man because I fear God, the drugs really came out of him, no one used force or hit him," the witness said.
Pay attention to this point. The witness says that Hafizullah threw himself from the 4th floor one day after his arrest, i.e., the next day. However, on May 29, the press secretary of the Ministry of Internal Affairs, Shokhrukh Ghiyosov, wrote that Hafizullah jumped from the toilet window on the day of his arrest.
So, who is deceiving here - the witness or Shahrukh Ghiasov?
An employee of IIBB, conducting a "journalistic inquiry," opened the window of the toilet where Hafizullah threw himself and showed that all the conditions were created for him to jump from there.
"You see, this is a toilet. Hafizullah jumped down from this window. As you can see, the window opens," he said.
After that, the prevention inspectors provided details about how the young man threw himself from the 4th floor. However, the footage does not clearly show the young man jumping.
After that, Hafizullah was never shown in the video. In the video recordings on the subject published by the Prosecutor General's Office, a black body can be seen passing through the corner of the frame, and it is not known whether it was a human body or not. In the video, a police officer, whose face and identity have not been revealed, spoke about the details of the death and said that Hafizullah was brought to the police station of Chilonzor district with plastic handcuffs. However, in one of the videos that reached QALAMPIR.UZ, one can see the reddening of Hafizullah's hands.
None of the videos released by the Tashkent DIA and the General Prosecutor's Office show the young man lying on the ground, being taken to the hospital, and the subsequent processes.
But the doctor who admitted the patient also said that the patient brought to the hospital did not die as a result of being beaten by the DIA officers.
"When the patient was brought in, his general condition was very serious. He was in a coma at the level of 2.3, the arterial blood pressure was 70/40 mm, and the pulse was around 170. He was immediately intubated based on vital instructions. According to the recommendation of a neurosurgeon, he underwent an operation due to the presence of a brain hematoma. But even after the operation, due to his poor condition, he died on May 29 around 7:00 a.m.," said doctor Sharifjon Eshpolatov.
In the death certificate of Hafizullah Turgunbayev, it is written that he died with the diagnosis of closed brain injury, brain injury, skull fracture, hematoma in body parts.
The doctor also mentioned that the family members of Hafizullah have not met him until now.
"I received the patient, officially I am interviewing only you. We do not have information about him. Where he is from was clarified only by IIO staff," the doctor said in an interview with DIA.
However, the relatives of Hafizullah Turgunbayev, who contacted QALAMPIR.UZ, said that they went to the hospital, but a completely different doctor was shown as the one who admitted the patient, and that the patient had no symptoms of falling.
"We did not meet this doctor, we talked to another doctor. He asked Hafizullah's relatives not to record his voice and told them about the condition of the patient when he was brought. According to him, Hafizullah had no signs of falling from the 4th floor when he was brought to the hospital. He said that his ribs and limbs were intact. But he said that Hafizullah's legs and eyes were bruised, and his hands were clenched and bruised. When I asked for his exact opinion, he repeated that he saw no signs of falling," said a relative of Hafizullah.
However, one of the assistant doctors who admitted the patient that day also wrote that when Hafizullah was brought, his insides were crushed, and his insides were washed several times.
In addition, Tashkent DIA has not shown the evidence announced yesterday to the family members of the deceased. When asked to show it, the officials resisted, saying it was an "investigative secret".
"They didn't even show us the videos of his arrest. When we asked them to show us, they said that it is part of the investigation and cannot be revealed," he said.
So, the video report published by the Main Department of Internal Affairs of Tashkent city raised new questions. Some information does not match. Activists on the network, in particular, journalist Abror Zohidov, are of the opinion that if the DIA is an organization that allows people to jump out of windows, it should be closed.
In addition, relatives of Hafizullah say that even if he really threw himself from the 4th floor, DIA employees are responsible for his well-being, and they should be held accountable for their negligence.
"Even if Hafizullah actually threw himself from the 4th floor, they should be held accountable. They had to ensure the safety of that young man. Why would a criminal suspect be allowed access to the staff restroom on the 4th floor? Why wasn't he taken to the suspect toilet?" said a relative of the deceased.
