Cost of obtaining construction permits to be reduced by up to half

The cost for entrepreneurs to obtain construction permits will be reduced by up to half. This is stated in a decree signed by President Shavkat Mirziyoyev on June 4 on introducing results-based management in the construction sector and simplifying public services in the industry.
According to the decree, starting September 1, 2026, public services covered by the document will be integrated across all regions of the country, and a unified public service system for issuing architectural and urban planning requirements will be introduced. In addition, from July 1, 2026, the connection of facilities to engineering and utility networks will be carried out in a composite format based on the principle of “one application, one payment and all connection points.”
If changes are made to the layout of a project that do not affect the building’s structure, durability or fire safety, do not change its capacity or purpose, and do not contradict urban planning standards, the requirement to reapprove project documentation with territorial councils during urban planning expert review will be abolished. An additional five working days will also be granted to correct deficiencies identified during the provision of public services in the construction sector.
This is considered an important relief for developers and entrepreneurs, as it is aimed at simplifying procedures and eliminating excessive bureaucracy. Previously, even minor changes to a construction or reconstruction project, such as changes to the layout of rooms, required documents to be reapproved by local councils and other organizations, causing delays and unnecessary inconvenience.
The decree also states that, from September 1, 2026, measures will be taken to use video surveillance cameras in monitoring construction sites and to make their installation mandatory at newly launched construction sites, including:
Multi-apartment residential buildings built by entrepreneurs, as well as Category III and IV social, hotel, tourism, trade and industrial facilities;
Facilities built using budget funds with a value exceeding 3 billion soums.
Earlier, President Shavkat Mirziyoyev criticized the construction sector for excessive bureaucracy, corruption and delays, saying that construction projects often take months or even years to begin.
