Allocation of construction projects will be made electronically - President's decision

Today 17 November, the decision of the President of the Republic of Uzbekistan "On measures to improve control mechanisms and further increase openness and transparency in the implementation of construction projects" was adopted.

According to this decision, a new procedure for the implementation of construction projects financially based on investment programs and initiative budgeting is being determined. 

In this:

• project-research and construction-contracting organizations of objects are determined without the human factor in the "Transparent construction" information system.

• Until 1 March 2023, a mobile application of the "Transparent Construction" information system will be created, which will allow public control of construction sites and upload photo and video materials showing deficiencies and violations of the law.

• contracts between the customer and the designer and contractors are concluded only by electronic digital signature.

• address lists are maintained in an electronic system with an identification number assigned to each object in them.

• all objects, regardless of the risk category, are electronically registered and controlled by the authorized body.

• the mayor's assistant, neighborhood activists, youth leaders, mass media, and other public organizations establish public control over the objects.

According to the document, from 1 February 2023:

• the report on the construction works performed by the general contracting organization is created in the personal office in the electronic system is electronically agreed with the customer, and sent to the treasury for financing through the electronic system.

• information about the rating of designers and contractors, the documents of each object, the volumes of work performed and the funds financed will be publicly announced in real-time.
