Government initiates agricultural insurance system to support farmers

Relations concerning the insurance of agricultural risks in Uzbekistan are set to be regulated under the recently adopted law “On Agricultural Risk Insurance,” enacted on April 14, 2025.

Producers of agricultural products will be required to conclude agricultural insurance contracts that cover one or more of the following risks:

  • Natural and man-made disasters;
  • Fires;
  • Crop damage caused by pests and diseases;
  • Spread of infectious diseases and poisoning of agricultural animals;
  • Damage to crops or agricultural animals by wild animals;
  • Actions by third parties.

The Ministry of Agriculture will serve as the coordinating state authority for this sector.

Government Support for Agricultural Insurance: State support for agricultural insurance will be provided through budget subsidies. These subsidies will compensate for part of the insurance premiums and cover the portion of damages not compensated by insurance premiums or reinsurance funds.

A dedicated Agricultural Insurance Fund will be established by the government to act as the official agricultural insurer.

The law will take effect three months after its official publication.
