Brothers fined, jailed after defying police in Guzar district (video)

On May 12, videos circulated on social media showing a conflict between drivers and law enforcement officers in the Guzar district of the Kashkadarya region. In response, the regional Department of Internal Affairs issued an official statement regarding the incident.

According to the statement, the incident took place in the “Paxtazor” neighborhood of Guzar district. While on duty, a district police prevention inspector and officers of the patrol-post service battalion gave a stop signal to a truck driver. However, the driver attempted to flee.

After being stopped, the driver was asked to present the vehicle documents. Citizen J.Sh. refused to comply with the lawful request of the officers. Moreover, his brother, J.O., actively resisted and also refused to follow the legal demands of law enforcement personnel.

Official reports were filed against the brothers, and the collected documents were sent to the district criminal court.

The Guzar District Criminal Court reviewed the administrative case and found both citizens guilty of violating Part 1 of Article 194 (Failure to comply with a lawful request of an internal affairs officer) and Article 195 (Obstruction of internal affairs officers in performing official duties) of the Administrative Code. As a result, they were sentenced to an administrative fine equal to 7 times the base calculation amount and up to 3 days of administrative arrest.

It is worth noting that earlier, in the Arnasoy district of Jizzakh region, a similar conflict arose between law enforcement officers and a citizen who refused to pay for food. The individual was handcuffed and taken to a narcology dispensary. In that case, the Arnasoy District Prosecutor's Office initiated a pre-investigation check.
