2 leading factions merge to form 'Development Bloc' in parliament

On May 5, a joint meeting of the factions of the Movement of Entrepreneurs and Businessmen – Liberal Democratic Party of Uzbekistan (UzLiDeP) and the Democratic Party of Uzbekistan “Milliy Tiklanish” was held in the Legislative Chamber of the Oliy Majlis. The main item on the agenda was the formation of a new alliance within parliament, officially named the "Development Bloc." This move was confirmed by the press service of the Legislative Chamber.

At the outset of the meeting, Aktam Haitov, head of the UzLiDeP faction, described the creation of the bloc as a significant political development. He emphasized that it marks a new chapter in the country’s political landscape, particularly in parliamentary activities, by fostering stronger collaboration and ensuring consistent and effective legislative work.

It was noted that the "Development Bloc" aims to continue supporting ongoing reforms across all sectors under the leadership of the President. The bloc also pledged full support for the "Uzbekistan – 2030" strategy and its associated government programs, mobilizing all available resources to ensure their successful implementation.

Alisher Kadyrov, leader of the “Milliy Tiklanish” faction, highlighted the close alignment between the two parties in terms of their platforms, goals, and priorities. He stated that the newly formed bloc would play a key role in enhancing the population’s well-being through sustainable economic growth, protection of national interests, and the promotion of development rooted in historical and cultural values.

Members of both factions shared their perspectives on the proposed union during the session.

At the conclusion of the meeting, the proposal to establish the "Development Bloc" was put to a vote and was unanimously approved by all participants.

Following the vote, a bilateral agreement was signed. This document outlines the key principles and priority areas of cooperation between the two factions.

The main focus areas of the "Development Bloc" include:

- Reducing state involvement in the economy, increasing export potential, and transitioning monopolistic sectors to market-based systems;
- Ensuring the inviolability of private property rights and promoting economic freedom to improve living standards;
- Defending freedom of speech, fostering an independent and non-governmental press, and upholding transparency and openness;
- Enhancing education quality and human capital, supporting private educational institutions, and encouraging competition in the education sector;
- Digitizing the healthcare system, introducing health insurance, and supporting the growth of non-governmental medical services;
- Simplifying tax administration, ensuring fairness and stability in tax rates for all entrepreneurs;
- Reducing state budget expenditures, minimizing bureaucracy through digital tools, and expanding private sector involvement in public services;
- Establishing a private savings-based pension system, promoting transparency and competitiveness in pension management;
- Safeguarding national sovereignty and ensuring national security.
