Uzbekistan is proposing to transform the University of Public Safety and the Academy of the Ministry of Internal Affairs. This was discussed today, June 29, during a presentation to President Shavkat Mirziyoyev on proposals to improve the work of prevention inspectors and public safety activities, as well as to develop the system for training personnel in the sector.
It was noted that special attention was also paid during the presentation to training modern, patriotic and well-rounded personnel to ensure public safety. This is because employees working at the mahalla and district levels must have the knowledge, skills and qualifications to make the right decisions in any situation.
For this purpose, it was proposed to transform the University of Public Safety, increasing the full-time education quota to 600 students and the distance learning quota to 300.
The university will train personnel in the areas of crime prevention, road safety, maintaining public order and guard service activities. A field and department of “Crime Prevention Activities” will be established to train prevention inspectors specializing in women, youth and minors, as well as markets and trade complexes.
New innovative subjects such as risk analysis, geographic information systems, drones and robotics, profiling, conflictology, problem sociology, digital analysis using open sources and family mediation are planned to be introduced into the educational process.
An educational cluster for personnel training in internal affairs bodies will also be formed. As part of this process, a continuous system will be established, starting from general secondary education and continuing through departmental specialized boarding schools, academic lyceums, internal affairs technical schools, the Academy of the Ministry of Internal Affairs and advanced training institutes.
As part of the introduction of the professional education system, officers and rank-and-file personnel with secondary specialized education will be trained at technical schools in Namangan and Samarkand. In the educational process, special attention will be paid to areas such as legal and technical education, physical endurance, combat readiness, digital technologies, professional education, first aid and working with drones and IT platforms. Theory and practice will be integrated on the basis of dual education.
It was also proposed to transform the Academy of the Ministry of Internal Affairs. The academy’s activities will be reorganized based on the “education-research-practice” chain, and specialized schools will be formed in the areas of public safety, operational-search activities, combating cybercrime, forensic examination and social rehabilitation.
Based on a new dual education matrix, cadets will be trained according to the principle of “study-practice-service.” The system for improving the qualifications of managerial personnel will also be fundamentally improved.
The President approved the proposals and instructed officials to relieve prevention inspectors of excessive duties, strengthen their legal status and social protection, digitalize the public safety system and organize personnel training based on modern requirements.
