Starting from January 1, 2026, Uzbekistan will introduce a mechanism to collect tax debts exceeding 1 million UZS through the electricity billing system. This measure is outlined in the decree “On Increasing the Collection of Taxes and Encouraging Active Taxpayers,” adopted by the President on November 28.

According to the decree, the State Tax Committee and the Ministry of Economy and Finance will conduct an experimental rollout of a new tax administration model in the Namangan region starting January 1, 2026.

Under this system, the collection of individual property and/or land tax debts exceeding 1 million UZS will be facilitated through the electricity billing system. Additionally, automated key performance indicators, free from human influence, will continue to be implemented to evaluate the performance of tax authorities.

Based on the results of the experiment, the State Tax Committee will submit proposals to the Cabinet of Ministers by October 1, 2026, on extending the system to other regions.

Furthermore, information about individuals’ tax debts will now be visible to users on the main page of mobile applications of commercial banks and payment organizations, with practical support from the Central Bank to the State Tax Committee.

It is worth noting that since August 1 of this year, Uzbekistan has started limiting the ability of consumers with outstanding waste management debts to pay for electricity. Under this procedure, by the 3rd of each month, information on indebted consumers across the country is transferred from the “Clean Space” electronic billing system of the Agency for Waste Management and Circular Economy Development to the billing system of “Regional Electric Networks” JSC.

Subsequently, by the 5th of each month, SMS notifications are sent via the “2100” short number to consumers with outstanding debts for waste services. After receiving the notification, consumers are given an additional five days to clear their debts. If the debt is not settled within this period, their ability to pay for electricity will be temporarily restricted. This restriction is automatically lifted once the debt is cleared.
