Easier Licensing Process for Private Kindergartens and Schools Introduced in Uzbekistan

In a bid to foster the growth and advancement of non-state educational institutions, President Shavkat Mirziyoyev of the Republic of Uzbekistan has signed a decree aimed at streamlining the licensing requirements for private kindergartens and schools. Scheduled to come into effect on the 1st of October this year, the new regulations seek to facilitate the establishment and operation of non-state educational organizations throughout the country.  

According to the decree, non-state preschools and general secondary education institutions will benefit from more lenient criteria concerning teachers' qualifications and the maximum number of students per class.  The adjustment is expected to provide greater flexibility in staffing and enhance the capacity of private schools and kindergartens to accommodate a wider range of students.

In another significant development, non-state educational organizations will now be allowed to establish sports halls within their premises. These facilities can be set up through rental agreements or free usage arrangements, provided they adhere to the prescribed requirements.  This provision aims to encourage physical education and sports activities among students in non-state schools, thus enriching their educational experience.

To ensure compliance with the regulations, the Ministry of Pre-school and School Education, along with its territorial divisions, will conduct periodic inspections of non-governmental educational institutions. The inspection process will operate on a notification-based system, requiring non-state educational organizations to inform the relevant authorities about their activities.

The decree is expected to create a more favorable environment for private kindergartens and schools to flourish, promoting diversity and innovation in the education sector. By easing the licensing requirements and granting greater autonomy to non-state educational institutions, Uzbekistan aims to foster a more inclusive and accessible educational landscape for its citizens.
