Experts to evaluate activities of officials in Uzbekistan

Expert groups will now be established in Uzbekistan to evaluate the performance of government officials. This initiative is outlined in a resolution of the Cabinet of Ministers titled “On Further Improving the Procedure for Developing Key Performance Indicators (KPIs) for the Activities of Heads of Executive Bodies and Economic Associations and Their Deputies,” adopted on July 14.
According to the resolution, these expert groups will be responsible for developing key performance indicators for heads of executive bodies and their deputies, analyzing the outcomes, and proposing measures to prevent risks of underperformance.
A new procedure will also be introduced for evaluating KPIs developed by executive bodies and economic associations, with the involvement of staff from state scientific centers and other interested organizations.
The expert groups will operate on a public basis within executive bodies and economic associations.
Their primary responsibilities are as follows:
- Develop KPI indicators that align with the goals and state programs outlined in the “Uzbekistan – 2030” strategy, while focusing on resolving systemic problems within respective sectors and identifying sources of funding;
- Continuously monitor the implementation of these indicators and offer proposals to mitigate risks of non-fulfillment;
- Ensure that KPI indicators are consistent with budgetary targets and regularly analyze the results of their implementation.
