Apartments can now be converted into schools

From 1 April 2023,  permission has been granted to expand the coverage of preschool education and to organize the activities of new state preschool education organizations on the non-residential floors of multi-apartment buildings.  This can also be done by purchasing individually built housing and subsequently reconstructing, repairing and equipping them.

This privilege is included in the state program for the implementation of the development strategy of Uzbekistan for 2022-2026 in the “Year of human attention and quality education”.

According to the program, the aim is to eliminate the shortage of buildings and structures in the organization of preschool educational institutions.

“For example, to build one 150-bed state kindergarten requires an average of 6 billion soms.  In addition, the issue of land for the construction of a new kindergarten remains difficult.  At the same time, it is possible to organize a kindergarten for 25 children in one 3-room apartment.  4 billion soms are required on average to purchase and equip 6 apartments for 150 children,” the program said.

Also, the building of a non-governmental preschool education organization was built on the land plot leased within the framework of the public-private partnership project.

The restrictions on pledging this building to the private partner who built it on bank loans for this project will also be cancelled.

"Consequently, additional opportunities will be created for 594 entrepreneurs who are serving to increase the coverage of preschool education and need the necessary financial resources,” the state program stated.

For information, the draft Presidential Decree on the implementation of the development strategy of Uzbekistan for 2022-2026 in the “Year of human attention and quality education” has been submitted for public discussion.

The public discussion will continue until 17 February, and every citizen can participate in it.
It should be recalled that according to this state program, students of grades 10-11 can now choose and study the subject of their choice.
