A set of prohibitions for civil servants is announced in Uzbekistan

11524On 2 March, at a session of the Legislative Chamber of the Oliy Majlis (Parliament) of Uzbekistan, the MPs adopted the long-debated bill «On the Public Service» in the third reading. Then the bill will be sent to the Senate.
The Law regulates the activities, status, rights and duties of more than 120,000 civil servants working in the State administration and local government bodies of Uzbekistan, as well as access to public service and prevention of corruption and conflict of interest in the system.
According to the Law, the public registry of civil service positions is now maintained by a specially authorized body (Public Service Development Agency – ARGOS) and public servants are appointed to positions on the Register by open competition.
Civilian posts on the registry are divided into groups and grades, while civil servants are assigned grades (grades) according to their status and post type.
The competent public authority should develop the most important performance indicators to measure the performance of public servants, and the results of this evaluation system will ensure the proper motivation and advancement of the public servant.
The law also provides for the filing of a declaration of income and property to civil servants (the procedure and time limits for filing a declaration are determined by a separate law) and for the avoidance of external influences on their work and the exercise of their powers. In this case, the obligation not to exert undue influence on the activities of natural and legal persons.
In addition, the bill prohibits the following for civil servants:
-holding a position in the civil service that is directly subordinated to and controlled by persons who are close relatives or married;
- engaging in remunerated activities other than pedagogical, scientific and artistic activities;
- engaging in or starting a business and becoming its founder;
-receiving any remuneration or gifts from natural or legal persons in the performance of official duties;
- acquisition of foreign citizenship;
-establishment of bank accounts, ownership of real estate and other property outside the country.
