What changes are taking place to the law “On state duty”?

Today 19 November, at the thirty-fifth plenary session of the Senate, the law on amendments and additions to the law "On State Duty" was considered and approved by senators.  Below we will focus on the main changes.

It was noted at the meeting that the law is aimed at simplifying notarial actions, exempting them from state duty, and clarifying specific features of state duty collection to create relief for people.

In particular, the law stipulates that a deceased citizen is exempt from paying the state duty when issuing a certificate of the right to inheritance about the pension provided by personal savings.   

Also, state duty rates have been optimized to ensure the transparency of the number of fees charged for performing notarial acts.

According to the law, the amount of the state duty for approving the property lease agreement or making changes to it has been reduced by half.

Differentiated state duty rates for approving pledges, mortgage, and leasing contracts, loan contracts, and contracts for the transfer of motor vehicles to another person have been consolidated and set at a single rate.

According to the law, the amount of the state duty charged from other persons who are not related to the power of attorney for the management and disposal of motor vehicles, as well as for the approval of contracts for the free use of motor vehicles, has been reduced from 3 times to 2 times the amount of the base calculation.

In addition, to prevent possible conflicts in the conclusion and execution of debt contracts between citizens, and to reduce the workload of courts, the law envisages halving the amount of state duty for notarizing these types of contracts in foreign currency.

We remind you that earlier, the Deputy Minister of Finance Dilshod Sultanov said that due to the changes introduced into the law, about 100 billion soms will remain in the pockets of the population.
