An argument broke out between an employee of the Internal Affairs Department and a businessman in Chilonzor

A video showing a dispute between a builder-entrepreneur and an internal affairs officer regarding the construction of a new multi-story residential building, which is about to begin construction in the Chilonzor district of Tashkent, was circulated on social networks.

In the video, the employee of Internal Affairs took the side of several residents and opposed the businessman's construction work in the area surrounded and planted with trees.

"Would you like someone to build a house in front of your house?" the Internal Affairs officer said in the video.

Residents supported his words.  After watching the video of the incident, many observers supported the work of the IIO employee and claimed that he was protecting the interests of the people.

One of the observers said, "Let there be more Internal Affairs officers, and at least give justice to those who are working for the sake of "shock'' without thinking about urban development norms."

Shahrukh Giyasov, the press secretary of the Ministry of Labor Affairs, also said "If the actions of the builder (entrepreneur) are at risk of causing dissatisfaction of citizens and violation of public order, to prevent a possible offense, the prevention inspector must stop his actions and demand an explanation has the right to do so" he wrote.

However, the Chilonzor district administration and the Ministry of Construction took the businessman's side and made an official response, saying that his actions were not against the law.

It is known that following a relevant decision of the mayor of Tashkent on 9 December 2020, 0.10 ha between houses 1, 9, and 39, located in the 10th district of Kotarma Mahalla, Chilonzor district, in the name of citizen M. Mirkho'zhayev, permission was granted for the construction of a multi-story residential building on the plot of land.  The collection of documents contains extracts and reports from the orders of the relevant state agencies.

"On 13 November 2021, at a council meeting held with the participation of the chairman of the Kotarma MFY and representatives of the 1st, 9th, and 39th houses adjacent to the area, U. Halikov, director of the construction organization "AT Kvartal Build" LLC, announced the development of the area, "A letter of guarantee has been written for the construction of a greenhouse, a bakery, and a nursing home for the elderly," the official statement of the Ministry of Construction said.

The ministry added that in February of this year, residents of the area planted trees on the square on their own initiative.

"When we asked the opinion of the residents on this matter, they said that they were not aware of the start of construction in this area while planting trees," the statement said.

In the official statement of the Chilonzor regional administration, on 20 December 2021, to carry out construction works in this area, on the condition that children's and sports fields, a recreation shed for the elderly, and a parking lot will be built in the area, based on the report of the community meeting, the 1st, 3rd in the area of "Ko'tarma" neighborhood - and the consent of citizens living in the 9th houses was formalized in writing.

The images in the videos show the opposite.  In it, the representatives of the population themselves actively opposed the businessman.

"According to the decision of the Cabinet of Ministers No. 370 dated 18 May 2018, the Architectural Planning Task No. 1726-1726294-24852 dated 19 July 2021, was developed by the Tashkent City Construction Directorate, and the Working Council of Architecture and Urban Planning on the coordination of project-estimate documents the body's conclusion No. 47871 of June 30, 2022, was received," Chilonzor district administration reported.

This situation has also not escaped the attention of Deputy Rasul Kusherbayev, and in his opinion, decisions on such land grants in the city of Tashkent should be cancelled.

It is said that the authorities gave land to a citizen for construction while the moratorium against tree-cutting was in force.

When he applied for land, the authorities gave him land, saying "No, who would believe this fairy tale in Tashkent, where the earth is worth gold," said the deputy.

He also commented on this situation, saying that "Construction in the quarters should be stopped".
