The Ministry of Culture reacted to the words of the Governor of the Fergana region Khairulo Bozorov on the prohibition of performance of songs through phonograms at regional festive events and recalled that this initiative does not meet the requirements of the current legislation.
 
The fact is that the Governor of the Fergana region Khayrullo Bozorov held a meeting with employees in the sphere of culture and art of the region on 13 September.

During the meeting, the mayor put forward some initiatives and challenges to take the industry to a new level.  Among them, are the prohibition of phonogram singing at regional festivities, performances live on stage with musicians, the creation of a working group on the conduct of events under the guidance of the deputy mayor, and entering the stage of performers and songs based on open competition.

According to the official website of the Government of the Fergana region, the initiative of the mayor was greeted by applause from those gathered at the event.
But six days later, on 19 September, the Ministry of Culture officially responded to these reports.  The report noted that the mayor’s initiative does not meet the requirements of the legislation.  The Ministry wants to popularize live performances through rewards.

The initiative to ban phonogram singing at solemn events does not meet the requirements of the current legislation.

The Ministry of Culture has always supported live performances and will continue to do so.  But we don’t want to ban phonograms, we want to make them more popular by encouraging live performances and supporting artists.  After all, according to the presidential decree of 26 May 2020 «On measures to further increase the role and influence of the sphere of culture and art in the life of society» concerts, palaces of culture, and other institutions in the system of state bodies and organizations bot accidentally on concert programs, based on live performances, a 50 percent discount on rent has been introduced.  To this day, many artists have enjoyed this privilege.  Moreover, this incentive increases the desire of other singers to perform live.

The phonogram is used in some places at the request of the director to ensure quality, for example, in television projects, concert programs, and festive events. This approach is also available in developed countries.

In this regard, we request the administration of the Fergana region not to ban singing under the phonogram at festive events in the region, but to encourage live performers and give them more opportunities.

In turn, it is known that the Ministry of Culture is ready to cooperate with the local authorities on the development of the field of culture and art and that the proposals made to develop the sphere in the state programs, developed by the Ministry will be reviewed and taken into account.  We will do it," said the Ministry.
