President orders pay raise and reforms in regional administration

6980To foster a more productive and attractive work environment, wages will be increased in all regional and district administrations starting from August 1. Employees will also receive monthly bonuses and additional performance-based incentives. This announcement was made on June 16 during a videoconference chaired by President Shavkat Mirziyoyev, which focused on assessing the effectiveness of ongoing reforms, regional development progress, and addressing pressing public concerns.
It was noted that the governor of Syrdarya district will establish a "Reforms Headquarters" comprising staff from nine departments, as well as representatives from the Chamber of Commerce and Industry, banks, tax authorities, the cadastre system, and prominent entrepreneurs. This team will develop a three-year program over the next three months, covering projects, infrastructure, financing, and staffing across 38 neighborhoods in the district. Based on this plan, annual programs for budgeting, infrastructure, production, services, investment, and employment will be approved. If successful, this model will be expanded nationwide next year.
Another key initiative starting August 1 is the introduction of higher salaries across all regional and district administrations, coupled with monthly bonuses and additional incentives tied to employee performance.
“However, accountability goes both ways,” the President said. “Measures will be taken against employees who fail to fulfill their responsibilities. Only then will everyone learn to work with discipline and according to a clear plan.”
He added a strong warning: “Let regional and district governors, their deputies, ministers, and bank leaders listen carefully: at the end of the first half of the year, I will ‘raise the gallows’ and conduct a strict review of who did what.”
Previously, it was announced that the organizational approach, work style, and management systems at the district level would undergo major reforms. This new system is expected to be fully implemented in Surkhandarya by the end of the year. Accelerated development will also be initiated in 15 additional districts and cities, including Kungirot, Chimboy, Asaka, Gijduvan, Gallaorol, Yakkabog, Khatirchi, Chortoq, Bulungur, Syrdarya, Kuva, Shovot, Hazorasp, Margilan, Yangiyul, and in Tashkent’s Bektemir district. The President used the Syrdarya district as a model example to explain the new system.
