Social assistance package to be introduced for certain families

A social assistance package will be introduced for families classified under the “families under state support” category. This is stipulated in the presidential decree adopted on December 26 titled “On Measures to Fundamentally Improve the System of Providing State Social Support to Socially Vulnerable Population Groups.”
According to the decree, starting from February 1, 2026, a social assistance package will be introduced for families included in the “families under state support” category. The package will include the following measures:
- Subsidies of up to 100 times the base calculation value will be allocated for the installation of solar panels with a capacity of 7–10 kW in the households of these families.
Within the framework of the Family Entrepreneurship Development Program, loans of up to 75 times the base calculation value for a period of up to four years will be provided to these families through commercial banks under the following purposes and conditions:
- The loans will be allocated to ensure employment for able-bodied family members, to start or expand entrepreneurial activities, including the purchase of livestock, poultry, rabbits, fish, beehives, mobile shops, motor scooters, scooters, and other fixed assets, or for the construction of greenhouses.
- The loans will be transferred to the social card of a family member belonging to the “families under state support” category, with a one-year grace period.
- The loan interest rate will be calculated in accordance with the rate applied under the Family Entrepreneurship Development Program, while interest payments will be compensated to commercial banks from funds allocated from the State Budget to the State Targeted Fund for Poverty Reduction.
To ensure the prompt resolution of disputes related to the inclusion of families in the Social Register, determination of their categories, and removal from the register, appeal councils will be established under district and city administrations starting from February 1, 2026.
In this process, appeal councils will operate independently from state bodies, other organizations, and officials.
The appeal councils will have the authority to make decisions obligating the “mahalla seven” council to partially or fully revoke, or amend, acts and conclusions related to the inclusion of families in the Social Register.
It is worth noting that earlier it was reported that families in Uzbekistan would be categorized as “families under state support,” “low-income families,” and “families at the poverty threshold” based on their socio-economic status.
