Mayor of Asaka district insults a citizen (video)

An audio recording, allegedly featuring Nasibillo Muminov, the governor of Asaka district in Andijan region, has gone viral on social media, sparking widespread public outrage and discussion.

In the shared video and audio, a man believed to be Muminov can be heard using harsh and insulting language toward a citizen, even threatening to “show him off.” The targeted individual responded by accusing the governor of living off public money and now “kicking” the very people who pay his salary. He also warned that if the governor ever lost his position and no longer had the power to order arrests, the young man would seek revenge for the insult.

QALAMPIR.UZ contacted the press service of the district governor’s office regarding the incident. The office confirmed that the altercation occurred in December 2024. Relevant authorities are currently investigating the governor’s conduct.

For context, in October 2023, the governor of Asaka district, Bekzod Ummatov, was dismissed by a decision of Andijan regional governor Shukhrat Abdurakhmonov. Nasibillo Muminov, who was serving as Ummatov’s deputy, was then appointed acting governor.

Muminov began his career in 2001 as a vocational subject teacher at the Andijan Construction College. From 2003 to 2015, he held various roles at the Andijan Housing and Communal Services Vocational College, including department head and deputy director. He later served as director of the Andijan Construction and Transport Vocational College (2015–2017), head of the regional department of the State Inspectorate for Education Quality Control (2017–2018), and head of the Vocational Department of the Andijan regional government (2018–2019).

This is not the first time Muminov has been accused of inappropriate behavior. In early 2024, reports surfaced that he had rudely addressed a woman during a traditional mayor reception in the region.

It is worth noting that this is not an isolated case. Previously, an audio recording allegedly featuring Bakhtiyor Begmatov, the governor of Buka district in the Tashkent region, was leaked. The khokimiyat’s press service neither confirmed nor denied the authenticity of the voice.

Similarly, in October last year, Dilfuza Urolova, head of the Sokongich mahalla in the Boyovut district of Syrdarya region, admitted to severely insulting a farmer, tying his hands and feet, and handing him over to police.
