About 40 billion soums are embezzled at Andijan State University

6827It was discovered that funds were illegally misappropriated through scholarship payments at Andijan State University, as reported by the Accounts Chamber.
A real-time system was established, utilizing 115 types of databases from 28 state bodies and organizations. Additionally, a centralized "Remote Control" center was created. This center enables vertical control over the execution of public finances through online and remote analysis.
During the latest remote analysis conducted at the center, the Accounts Chamber identified the risks of illegal embezzlement of funds through scholarship payments at Andijan State University. Subsequent investigations revealed that a total of 39.3 billion soums in cash had been misappropriated, including:
• 25.1 billion soums in excess stipends were calculated for 8,761 students who studied without scholarships at the expense of tuition fee funds, and payment records were falsified.
• 9.3 billion soums in tuition fees paid by students were not credited to the university account.
• 2.7 billion soums in incentive funds were not distributed, and their signatures were forged.
• 2,226 students received stipends totaling 1.1 billion soums twice for one period from budget funds.
• 911.8 million soums in cash received from student dormitory rent were illegally embezzled instead of being transferred to the university account.
Furthermore, in violation of state procurement legislation, a direct contract worth 2.5 billion soums was concluded with an individual for the purchase of a service house for the university, of which 300 million soums were incorrectly transferred.
A total of 5.1 billion soums were recovered from the embezzled funds. Following the investigation, a set of formalized documents was sent to law enforcement agencies for legal assessment.
It is worth noting that in Samarkand and Surkhandarya regions, individuals who offered to sell admission to educational institutions for money have been arrested.
