Preschool attendance and payments to be automated across Uzbekistan by 2025

Starting in 2025, the Uzbek government will allocate at least 50 billion sums from the state budget to equip kindergartens with tablets and other equipment, enabling biometric identification to monitor the attendance of staff and children. This initiative stems from the Cabinet of Ministers' resolution issued on December 18, titled “On additional measures to digitize the preschool education system and further improve the activities of preschool educational organizations.”  

According to the resolution, deputy directors of preschool educational institutions will be responsible for ensuring educational quality, promoting continuous professional development of teachers, and integrating innovative pedagogical and digital technologies into the educational process.  

Biometric technology will not only track attendance but also automate payroll, food expenses, and parental alimony payments in state preschool institutions. Additionally, the process of registering vacancies, managing child enrollment, and issuing placement referrals will be carried out through the Ministry of Preschool and School Education’s information management system, “Kindergarten.”  

The system will be piloted in Tashkent from February 1, 2025, and implemented nationwide by July 1, 2025. It will electronically track attendance, employee working hours, and student meal expenses.  

System maintenance and upgrades will be handled by “UZINFOCOM” LLC, with 2% of parental contributions directed towards these services.  

From July 1, 2025, all parental payments to kindergartens must be accompanied by a fiscally marked receipt. Payment records will be automatically transmitted to tax authorities, enabling parents to apply for income tax exemptions as per existing regulations.
