Value-added tax will be reduced while land and property taxes are combined in 2023

Yesterday, 16 March, President of Uzbekistan Shavkat Mirziyoyev held a meeting in the State Tax Committee devoted to taking further steps to improve the area.
The meeting noted that the purpose is to reduce the tax burden on the economy by 25% by 2026. It has also been planned to reduce the value-added tax to 12% from 2023, and then combine land and property taxes.
At the beginning of the meeting, officials reported on the work done.
Shavkat Mirziyoyev stressed the need to improve the work of tax authorities, and widely introduce information technologies.
As a result, the processes will be fully automated, tax barriers will be removed to reduce the size of the «shadow economy», and human resources will be strengthened.
The President stressed the need to ensure the stability of tax revenues and to support entrepreneurs in the rapidly changing, complex situation in the world.
“I came here as a representative of taxpayers. For us now, the main thing is not to increase revenues. First and foremost, we need to make the system right, reduce the tax burden and ensure that entrepreneurs work freely and honestly. Taxpayers should be aides, not punishers», –Shavkat Mirziyoyev said.
As already mentioned, in some cases there are many questions on the new program and requirements due to the lack of understanding by entrepreneurs. Therefore, it is necessary to train them in a new way, to increase the coverage of electronic services on the principle of «Taxpayer Assistant». The Tax Committee has been charged with holding meetings with entrepreneurs in all regions and thus report to the public through the media.
It was noted that the tax system should be actively involved in the transformation of State enterprises, aiming at cost reduction and financial sustainability.
It is known that in accordance with the decree of the President of the Republic of Uzbekistan dated 4 November 2020, the State Tax Committee established the Fiscal Institute. President Mirziyoyev emphasized the preparation of professionals there. It was noted that it is important to train tax officials on new IT programs introduced into the system, as well as to improve the qualification of specialists abroad.
Targets have been set to transform tax administrations into a corruption-free system.
