What will change from September 1?

Starting from September 1, 2024, several legislative changes will be implemented in Uzbekistan. QALAMPIR.UZ has compiled a list of these changes for your convenience.

Increases in wages, pensions, and allowances

According to a decree issued by President Shavkat Mirziyoyev, pensions and allowances will be increased by 15% starting from September 1. The adjustments are as follows:

  • Basic pension calculation amount: 428,000 sums per month;
  • Minimum age pension: 834,000 sums per month;
  • Minimum disability pension: 920,000 sums per month.

The appendix will determine the amounts for other pensions and allowances. Additionally, the salaries of employees in budget organizations will increase by 10%, except for those specified in the second paragraph of this section. The minimum wage will be 1,155,000 sums per month, with a base calculation amount of 375,000 sums.

Costs for foreign language exams covered

Until January 1, 2027, the minimum required score (certification level) will be lowered by one level, and examination costs will be reimbursed for young people taking exams in German, French, Korean, Chinese, and Japanese according to international examination systems.

Preferential loans for tour operators

A credit line amounting to $50 million in national currency will be made available at an annual interest rate of 14% to support local tour operators engaged in inbound tourism activities.

Sidewalk repairs require permits

Regardless of ownership, any construction, repair, demolition, or reconstruction of highways, sidewalks, and other road infrastructure by individuals or legal entities must be carried out only after obtaining the necessary permits.

Preferential loans for rice farmers

Preferential loans will be allocated to farmers, peasant farms, and other producers for the cultivation and procurement of rice under the conditions specified in the relevant presidential decree.

Changes in tax audits

Entrepreneurs who sell products with digital markings without using the required reading devices will receive a warning via their cabinet based on tax authority data. A tax audit may be initiated as follows:

  1. For the quarter in which the offense was committed if a repeat offense occurs within a month after two warnings.
  2. For repeated violations within one month of the tax audit’s conclusion, a report will be sent to the Business Ombudsman without notifying the business entities on the day of the audit.

Free school buses in two provinces

As an experimental measure, free bus transportation for students in remote areas will be introduced in the Kashkadarya and Surkhandarya regions, utilizing outsourcing services.

Rewards for environmental activists

Top employees of sanitary cleaning enterprises, improvement departments, public environmental control bodies, and environmental activists will be awarded bicycles and other prizes.

Increased compensation for sports school employees

Employees of specialized sports schools will receive a 100% monthly bonus.

New vocational activities for high school students

Practical training will be introduced for 10th and 11th-grade students in creative schools, focusing on the following professions:

  • Assistant guide, editor, and restaurateur;
  • Assistant director for television and radio channels, assistant sound recording director, assistant editor, and reporter;
  • Editor and designer for print publications, among others.

Bonuses for school managers

In January 2024, training for candidates for the position of school director began, with electronic certificates being issued upon completion. During the validity of the certificate, managers will receive a monthly salary increase:

  • School principals: 50%;
  • Deputy school directors: 30%.

Support for manufacturers collaborating with global brands

Business entities that have signed direct contracts with internationally recognized brands for the production of industrial products will be reimbursed for the costs associated with introducing international standards, obtaining environmental and conformity certifications, and training specialists at the enterprises owning the brands.

The new method of hunting is being introduced

Hunting will only be permitted within the designated areas of hunting farms, and hunting outside these areas will be strictly prohibited.

Wild animal breeding areas, smaller safari parks, and hunting farms that have organized hunting tourism within three years of their establishment will be eligible for a 50% reduction in the tax rate for property and land taxes paid by legal entities. Additionally, they will be subject to a turnover tax at a rate of 1%.

Privileges for the jewelry industry

Until September 1, 2027:

  1. The tax benefits provided to members of the "Hunarmand" association will also apply to individual entrepreneurs engaged in the production of jewelry who are members of the "Uzbekzargarsanoati" association.
  2. Real estate and land plots used by business entities involved in jewelry production and who are members of the "Uzbekzargarsanoati" association will be exempt from property and land taxes.

New system for determining disability in Tashkent city and Navoi region

Citizens will have the ability to apply for disability determination through family doctors, the Social Welfare Center, "Inson" social service centers, or social workers. Medical documentation required for medical examination by medical and social expert commissions will be submitted electronically by family doctors.

Priorities in Public Procurement

In public procurement, if price parity and other conditions are met, priority will be given to proposals from small business entities that employ individuals with disabilities, women, or young people, based on one of these criteria.
