Beginning November 1, 2025, several new regulations and reforms will come into force across Uzbekistan. QALAMPIR.UZ has summarized the key changes below.
The procedure for paying unemployment benefits will change
According to the presidential decree adopted on August 4, the payment procedure for unemployment benefits will be modified from November 1.
From this date, business entities will be required to reserve a small number of jobs—up to 3% of total staff—for the following groups:
- persons with disabilities,
- victims of domestic violence,
- members of families listed in the poverty register,
- orphans raised in alternative care,
- individuals deprived of parental care.
This rule will apply to organizations with more than 100 employees.
Additionally, unemployment benefits will only be paid to individuals whose employment contracts have been terminated. Eligible persons must have worked for at least 18 months during the last five years and apply within six months after termination. Benefits will be paid for up to three months, calculated as follows:
- 75% of the average monthly salary in the first month (but not exceeding three times the minimum wage),
- 50% in the second and third months (also capped at three times the minimum wage).
To receive the benefit again, applicants must have at least 12 months of new work experience after the previous payment period ends.
A special legal regime for individual entrepreneurs
From November 1, a new legal regime will be introduced for self-employed individuals and individual entrepreneurs, effective until December 31, 2030. A unified digital platform will integrate services from registration to reporting — including opening and managing bank accounts, calculating and paying taxes, and generating receipts.
Entrepreneurs will be able to use electronic wallets to receive income, pay employees and partners, and handle taxes and other fees. Having a bank account will become optional for those with e-wallets.
From November 1, QR codes and “tap to pay” technology will be used in these processes. Documents can be remotely signed using biometric verification or SMS confirmation without an electronic key — with full legal validity.
The “daily payment” system will also be piloted, allowing salaries to be transferred directly via e-wallets.
Tax burden for entrepreneurs will be reduced three to four times
Entrepreneurs will receive a universal QR code to make transactions via any mobile payment app.
Starting January 1, 2026, all entrepreneurs with annual turnovers up to 1 billion soums will pay a single 1% turnover tax. For example, an entrepreneur with a turnover of 100 million soums currently pays about 12 million soums in fixed taxes but will now pay around 1 million soums. Those with turnovers between 100 million and 1 billion soums will see their tax burden reduced three to four times.
Tax “amnesty” for 20,000 entrepreneurs
In his August 20 open dialogue with entrepreneurs, President Shavkat Mirziyoyev announced that over 20,000 entrepreneurs with identified tax errors totaling 16 trillion soums would not be penalized. Instead, they were given until November 1 to voluntarily correct all errors.
“From November 1, business representatives will start with a clean slate in their entrepreneurship rating,” the President said.
From the same date, a new rule will require all businesses, including catering and agricultural exporters, to register cash purchases of agricultural products from individuals electronically.
More than 2,100 government positions will be cut
From November 1, 2,141 positions in executive government bodies will be eliminated under the presidential decree signed on October 4 to optimize management costs through digitalization.
The reform aims to improve efficiency, introduce modern market mechanisms, and expand private sector involvement in public functions.
Out of the total, 1,863 positions will be cut from budget organizations and 278 from extra-budgetary funds. The number of deputy heads in various committees, agencies, and inspections will also be reduced by 16.
The government has approved the list of positions and managerial units to be optimized as part of this reform.
