Governors are given the right to install radar on the roads

In Uzbekistan, district (urban) authorities will be given the right to install special automated photo and video software and technical means for recording violations of traffic rules on the roads of their territory. This was stated in the decision of the President of Uzbekistan «On measures to ensure reliable safety of people on the roads and a sharp reduction in mortality».
According to the decision, the Chairman of the Council of Ministers of the Republic of Karakalpakstan, the governors of the city of Tashkent and the regions will be personally responsible for transferring the intersections in Nukus and Tashkent, as well as the regional centers, to a fully digital management system.
Traffic safety divisions of internal affairs authorities will be responsible for regulating traffic by placing road signs, indicators, and traffic lights in the cities of Nukus and Tashkent, regional, district (urban) centers, road lines, regulating road safety units by designation of pedestrian crossings (hereinafter referred to as road safety units).
The Council of Ministers of the Republic of Karakalpakstan, the city of Tashkent and Regional authorities together with the Ministry for the Development of Information Technologies and Communications, the Ministry of Internal Affairs sets out organizational measures for the introduction of digital control systems at intersections in the following periods within two months attracting investors on the basis of public-private partnership:
- until the end of 2023 at all intersections of the capital, as well as at major intersections of Nukus and regional centers;
- until the end of 2024, at all crossings of Nukus and regional centers.
The decision states that district (urban) authorities will have the right to install special automated photo and video software in their territory, which means that they will be able to record violations of traffic rules. 30% of the fines for violations recorded with the help of this hardware/software will be transferred directly to the local budget of the district (city) and these funds will be used for the digitalization of traffic, the development of road infrastructure, as well as adding additional staff to the traffic police.
The Ministry of Internal Affairs, together with the Council of Ministers of the Republic of Karakalpakstan, the governors of Tashkent city and regions, approves a targeted program for the installation of pedestrian-controlled traffic lights at pedestrian crossings in densely populated areas of districts and cities by the end of 2023, based on an analysis of traffic and pedestrian traffic, pedestrian-related traffic accidents within a month.
