A suggestion that has never crossed out our minds before- Akmal Saidov speaks on the restraint of the state by society

The constitution of Uzbekistan may enshrine the principle of mutual restraint in relations between the state and society.  The proposal was discussed today, 10 June at the meeting of the Constitutional Commission.

The chairman of the Senate Committee on Judicial Issues and Anti-Corruption, and member of the Constitutional Commission Nariman Umarov commented on the proposals made by citizens.

"Strengthening the mechanisms of restraint between the state and society in the constitution. What can we achieve by implementing this? We believe that this will be an important factor in the formation of true civil society», - Umarov said.

The chairman of the Commission, Akmal Saidov, stressed that he had not thought about this principle before.

“You came up with a new idea.  Mutual restraint systems have been introduced to the different bodies of state governments – legislative, executive, and judiciary bodies in our state.  You mentioned the issue of restraint between society and the state.  We used to say that man and the state have mutual obligations and here the issue of restraint between the state and society [is rising].  In these discussions, there are proposals that we have never thought of before."

According to Saidov, the implementation of this proposal will strengthen the transition from the principle of "state-society - man" announced by President Shavkat Mirziyoyev to "man - society - state."
