Scholarships not being paid to Medical university students

Nineteen second-year students of the clinical residency program at Tashkent State Medical University (formerly Tashkent State Dental Institute) have not received their scholarships for the past three months, QALAMPIR.UZ has learned from the students themselves.

According to the students, they were admitted on September 14, 2024. Despite this, the rector issued an order to set the scholarship from October 2, but the students had only received their scholarship for November of the previous year.

’’Students studying at other centers have been receiving their scholarships since September. In our case, we were only paid for November of last year, and that too, calculated from mid-October. This year, the payment is being delayed again without any reason. So far, we have not received scholarships for September, October, or November. Moreover, the 1.5-month scholarship from last year has not been paid either. According to the order, the half-month scholarship from last year was not paid, but it should have been covered for September as well. As a result, the institute owes each of us about 14 million soums. For 19 students, this amounts to 266 million soums,’’ said one of the second-year residents.

The student said that they have contacted both the dean’s office and the accounting department several times regarding this issue, but the problem remains unresolved.

’’We keep hearing from the accounting department that ‘it will be paid, it will be paid.’ The last promised date was November 10, but that time has passed, and we still haven’t received our scholarships. They say that even if the payment comes, it will only cover three months for 2025, while the debt from last year will not be settled,’’ the student complained.

According to the students, first-year residents have already received their scholarships.

QALAMPIR.UZ contacted Tashkent State Medical University for clarification. A university representative stated that the students have not officially applied to the rectorate on this matter and that the issue would be resolved if they did. However, the students say they have already appealed to the President’s virtual reception, yet they have received no positive response from either the dean’s office or the accounting department.

For context, clinical residency is a practical stage following medical higher education, where doctors receive advanced hands-on training in their specialty. Residents hold student status and are entitled to receive scholarships.
