Why do they get salaries? - president speaks about ministers and deputy ministers who do not perform well

Uzbekistan consumes $10 billion worth of electricity and gas a year.  This was stated by the president of Uzbekistan Shavkat Mirziyoyev at a video-conference on measures to increase the use of renewable energy sources in the economy, public, and social spheres.

It is noted that at the meeting, the president summarized the activities of the ministers and their deputies and criticized them for failing to take the initiative to reduce energy consumption.

“Why do I host this meeting?  In the year of human dignity, we must create conditions so that every citizen has a good ambiance at home.

There is one thing should be understood clearly.  Uzbekistan consumes $10 billion in electricity and gas per year.

If we can save 10 percent of that, we can spend that one billion dollars on other things.

I am concerned about whether leaders from all state bodies, from the governor (khokim) and minister to the head of the neighborhood, understand the importance of this issue and feel responsible for it.

Which minister or deputy minister has taken the initiative to reduce energy consumption? "For what reason are they paid a salary?" -the head of state said.
