Taking a citizen to the Department of Internal Affairs for inspection will be abolished

From 2023, it is planned to stop the practice of bringing citizens to the internal affairs department to clarify their identity. This is stated in the draft decision of the Cabinet of Ministers of the Republic of Uzbekistan «On the introduction of modern information technologies into the activities of the patrol-post service of internal affairs agencies».

According to the decision, as of 1 January 2023, the practice of gradually introducing the E-patrol system in the police will be set up and bring citizens to the Internal Affairs Department for inspection will be abolished. Instead, all information will be verified on the spot by the tablet, and the activities of patrol-post service staff will be recorded with the help of a body camera.

In addition, the regulation on the procedure for conducting the electronic identification of citizens and other persons suspected of having committed offenses in public places by members of the patrol service will be approved in accordance with the annex:

- the order of the use of the E-patrol system;
- the technical procedure for recording the actions of patrol officers;
- procedures for recording and storing data recorded on the body camera;
- duties of an employee when using the system «E-Patrol».

After the adoption of the decision, the Ministry of the Interior, in cooperation with the relevant ministries and departments, within three months:

- will develop technical tasks, software and the mobile application of software complex «E-patrol», used for biometric identification of personality through a tablet, and will conduct examination of technical tasks at the «Cybersecurity Center» in accordance with state standards.  Provide the introduction of the information system, on the basis of which, before the system is put into operation, the system is tested for compliance with the security requirements and information security.  Certification before the introduction of software and mobile applications;
- provides training for law enforcement officers, in particular on the use of the «E- Patrol» system, tablets and body cameras in accordance with the charter;
- carries out extensive public outreach on the content and meaning of the decision;
- designate an appropriate unit to ensure the information safety and cybersecurity of E-Patrol system and regular maintenance of its equipment within a month;

In addition, the purchase of computers and other equipment necessary for digitization of the «E-Patrol» system will be covered by off-budget funds of the Ministry of Internal Affairs.
