When community activists attempted to reconcile a woman who had endured domestic violence and abuse from her husband for 10 years, she was stabbed by him. This was reported to QALAMPIR.UZ by the woman's lawyer, Lola Mirzayeva. According to the lawyer, the incident occurred on February 20. The man stabbed the woman twice in front of their children.
"My client, N.I., married Sh.N. in 2013. Since then, she has lived under constant pressure and violence. After years of suffering, she filed for divorce. The court, considering the presence of children in the family, granted her a six-month waiting period. The community activists were also aware that the husband regularly beat the woman, even in front of their children," said Lola Mirzayeva.
According to the lawyer, after enduring continuous pressure, the woman was granted a one-month protection order on January 18. However, during this time, her husband continued to exert psychological pressure on her. Unable to stay in her home, she sought refuge in various places, while her children missed several days of school.
"I repeatedly informed the community chairman that her children were not attending school. The woman had also told me that her husband had threatened her through Telegram, saying, 'I will kill you even if the children become orphans.' The protection order expired on February 18. At that time, I again urged the community chairman and security officers to immediately issue a new protection order, as the woman was in a dire situation. After my call, the community chairman promised to meet with the family and conduct explanatory work. On February 20, when the woman and her husband were called to the neighborhood office, the man stabbed N.I. twice in front of their three children," the lawyer said.
QALAMPIR.UZ reached out to Nilufar Isokhanova, head of the Information Service of the Main Department of Internal Affairs of Tashkent City, to clarify the situation. A representative of the Internal Affairs Department confirmed that the incident had taken place and that the man had been detained.
"The incident occurred on February 20 in the Yunusobod district. The man had a conflict with his wife and also inflicted injuries on himself with a knife. The woman is currently in the hospital under medical supervision. A criminal case has been initiated by the Yunusobod District Internal Affairs Department under Part 7, Clause 'j' of Article 126-1 (Domestic Violence) of the Criminal Code of the Republic of Uzbekistan. The suspect has been detained in accordance with procedural regulations. The investigation is ongoing," the Internal Affairs Department told QALAMPIR.UZ.
The woman's lawyer, Lola Mirzayeva, expressed her disappointment over the negligence of the neighborhood chairman and security officials in handling the case.
"There are many cases of oppression against women. Despite being aware of this issue, protective measures are not fully implemented. Even when I informed them that the woman under my protection was experiencing severe psychological abuse, the neighborhood authorities ignored the situation. Their priority should not have been to reconcile the family, but to protect a woman who had endured years of violence. Unfortunately, they failed to take the matter seriously. As a result, the woman was stabbed in front of her children—by their own father," said the lawyer.
QALAMPIR.UZ also contacted the Ministry of Health for updates on the woman’s condition. According to the ministry's spokesperson, Furkat Sanaev, the patient's general condition is stable.
"On February 20, a patient named N.I., born in 1987, was attacked by her husband with a sharp object and was admitted to City Clinical Hospital No. 7 with injuries to the abdominal organs, including the small intestine and rectum, internal and external bleeding, as well as injuries to the neck, chest, and left knee joint. She was immediately taken to the operating room. Currently, her condition is stable, and she is receiving treatment in the surgical department," said Furkat Sanaev.
In an interview with the media, Umida Abdullayeva, Deputy Head of the Crime Prevention Service of the Ministry of Internal Affairs, stated that women are most often subjected to psychological, physical, and economic violence, with 86-87 percent of cases occurring within families. According to Abdullayeva, in the first three months of 2024, more than 10,000 protection orders were issued to women.
According to information provided by the Supreme Court, in the first quarter of 2024, courts held 4,477 individuals accountable under domestic violence laws.
"Under Article 59-2 of the Code of Administrative Responsibility, 4,343 individuals were administratively charged with domestic violence. Among them, 2,344 were fined, while 1,999 were placed under administrative arrest. Additionally, 134 individuals were convicted under Article 126-1 of the Criminal Code for domestic violence committed repeatedly or under aggravating circumstances. Of these, 51 were sentenced to imprisonment, while 83 received non-custodial sentences," the Supreme Court reported.
