386 documents unjustifiably concealed by local authorities identified

It has been revealed that 386 documents were unjustifiably concealed by local authorities in Uzbekistan. This was reported by the Anti-Corruption Agency.

According to the information, the Agency reviewed decisions and orders adopted by local executive authorities during the current period that were classified as “confidential” or marked “for official use only” (FOU).

Under the Presidential Decree dated December 30, 2025, “On Further Improving the System for Preventing and Combating Corruption in the Republic of Uzbekistan,” the Agency was tasked with overseeing compliance with transparency legislation when publishing documents adopted through the “E-Decision” system and with taking effective measures to ensure openness.

As a result of the analysis, it was found that a total of 1,907 decisions and orders were adopted by regional, district, and city administrations under such classifications. Preliminary reviews revealed that 386 of these documents had been unjustifiably concealed.

Of the concealed decisions, 68 concerned approval of organizational structures, 46 involved allocation of funds, 34 related to incentives, 156 concerned appointments to positions, and 82 addressed other matters.

The highest numbers of undisclosed documents were recorded in Fergana Region (67 documents, 44 percent), Khorezm Region (32 documents, 39 percent), Bukhara Region (58 documents, 37 percent), Kashkadarya Region (41 documents, 26 percent), and Samarkand Region (38 documents, 15 percent).

The Agency has submitted formal representations to the Council of Ministers of the Republic of Karakalpakstan, as well as to regional administrations and the Tashkent City administration, calling for the disclosure of 68 unjustifiably concealed decisions and orders and for appropriate measures to be taken against officials responsible for these violations.

Currently, review work is continuing with respect to the remaining documents deemed unjustified, and based on the results, legal measures of influence will be applied to each decision and order in accordance with established procedures.
