President of Kyrgyzstan Sadyr Japarov has said that problems in the country’s personnel policy persist, noting that the system remained underdeveloped for nearly 30 years. He made the remarks in an interview with journalist Idris Isakov.

According to the president, appointments to official positions were often influenced by nepotism, personal connections, and money.

“From the 1990s until 2020, there was virtually no proper system for training personnel. The Soviet-era practice, where specialists would gradually rise to leadership positions, did not function. In some cases, positions such as regional governor were allegedly obtained for as much as $100,000,” the head of state said.

Japarov added that the situation has now changed, stating that official posts are no longer sold, although isolated attempts still occur. He noted that resolving the issue fully will take time and could require another 15 to 20 years.

It is worth noting that earlier, speaking at a session of the Jogorku Kenesh, Japarov said the government would take strict anti-corruption measures, stressing that the policy applies equally to everyone and that even his relatives would not be spared in the fight against corruption.
