Changes will include an increase in the salaries of civil servants, providing privileges to work staff for tourism, and extended working hours in family clinics.  Find more information about the upcoming changes below.

Salary amounts will be increased

According to the decree of the president of the Republic of Uzbekistan "On increasing the salary amount ", the salaries of employees in budget organizations will increase by 12%.

On the territory of the Republic of Uzbekistan:

• the minimum wage is set at 920,000 soms per month;

• The basic calculation amount is set at 300,000 soms per month.

Local travel expenses will be reimbursed to employees partially:

In accordance with the decree of the president of the Republic of Uzbekistan "On additional measures to diversify domestic tourism services", within the program "Travel around Uzbekistan!":

• Collective agreements include rules for employers to allow employees to travel locally once a year;

• Part of the travel expenses will be covered by extra-budgetary funds of employers and other sources not prohibited by law.

The monthly salaries of medical staff will be increased

According to the decree of the president of the Republic of Uzbekistan No. PF-136 "On measures to strengthen financial support and incentives for employees of medical institutions", The monthly salaries of medical, pharmaceutical, and other employees of public medical institutions:

• for medical and pharmaceutical personnel with high and first qualification categories - 15%;

• for those with the second qualification category or with no category obtained, as well as for other medical and pharmaceutical workers - 10%;

• for other staff of medical institutions - by 15%;

In this case, the calculation of tariff rates for employees of medical institutions is carried out by multiplying the tariff coefficients for the current salary categories by 1.15 and 1.1 times, respectively.

Some categories of the youth are exempt from the fee which is paid before taking the entrance exams

According to the decree of the president of the Republic of Uzbekistan "On additional measures to simplify the provision of public services, reduce bureaucratic barriers and develop the national system of public services":

• Individuals registered in the “Unified Register of Social Protection and their children, as well as the youth included in the “Youth Book”, will be exempt from admission fees;

• Self-service areas for the population and businesses to use e-government services will be created in the centers;

• When making payments for the use of state services in cash or non-cash via the branches of commercial banks located in the centers, a separate fee is not charged for the commission of a commercial bank up to two percent (except for state duties);

• Officials and representatives of organizations entrusted with the functions of providing public services or other administrative procedures, regardless of their organizational and legal form, are liable for the violation of the legislation in the field of public services.

Working hours in family clinics will be extended

In accordance with the decree of the president of the Republic of Uzbekistan "On additional measures to bring primary health care system closer to the population and increase the efficiency of medical services":

• Daily stationary working hours of family doctor's offices, family polyclinics, and district (city) multidisciplinary central polyclinics will be extended to 20:00, and from 1 June 2022, additional bonuses will be set for medical staff working in them;

• The practice of free vaccination against hepatitis B in public health facilities that work directly with blood will be introduced.

An electronic platform of volunteers will be launched

According to the decision of the Cabinet of Ministers "On measures to further support volunteerism", an electronic platform for volunteers based on the Youth Portal of Uzbekistan will be launched.

The platform allows to:

• record the period in which volunteers participated in socially important events, projects, and promotions, as well as assisting government agencies;

• register of volunteers included in the group of volunteers;

• list the government agencies interested in attracting volunteer assistance in the regions and areas of activity, as well as their activities, projects, and promotions;

• place the methodological recommendations on the work of government agencies with volunteers;

• transferring the volunteers' activity abroad.

Disability pensions will be paid to people with disabilities who are being trained for a profession.

In accordance with the decision of the president of the Republic of Uzbekistan "On additional measures for financial support of the population in need of social protection and assistance":

• A monthly scholarship in the amount of 2 times the basic calculation amount from the State Fund of Employment Promotion to persons with disabilities who are trained based on inclusive education in the mono-centers "Welcome to Work" at the same time with disability pensions will be given.

The Tax Code sets tax rates on tobacco, alcohol, petroleum products, and other excisable goods and services.

A new procedure for vocational training of women in state and non-state educational institutions based on the state order will be introduced
In accordance with the Decree of the President of the Republic of Uzbekistan "On measures to further accelerate the work on systematic support of families and women", a new procedure for vocational training of women in state and non-state educational institutions based on the state order will be introduced:

• Qualification assessment centers will be established at the “Welcome to Work” mono-centers in the Republic of Karakalpakstan, regions (oblasts), and the city of Tashkent;

• Qualification assessment centers will develop professional qualification requirements and place government orders for potential educational institutions;

• The level of knowledge of women who completed the vocational courses will be determined by the qualification assessment centers and on this basis, they will be issued qualification certificates;

• Women who received a qualification certificate will receive a subsidy from the qualification assessment centers equal to the cost of training to start working;

• Qualification assessment centers will issue state orders for additional courses in information technology for graduates of general secondary schools, vocational schools, academic lyceums, and colleges.

In addition, women's employment and healthcare centers will be established in the neighborhoods.
