Uzbekistan to compensate citizens in case of nuclear accident

12248In the event of a nuclear accident, compensation will be provided to the people of Uzbekistan. This provision is outlined in the draft law “On the accession of the Republic of Uzbekistan to the Vienna Convention on Civil Liability for Nuclear Damage (Vienna, May 21, 1963),” which was discussed on May 27 at a session of the Legislative Chamber of the Oliy Majlis.
The draft law states that upon accession to the Vienna Convention, Uzbekistan will adopt the core principles that govern liability for damage resulting from incidents at civilian nuclear facilities. These include procedures, timeframes, and standards for compensating victims of nuclear damage. The liability regime established under the convention will apply within Uzbekistan, ensuring legal grounds for compensation in the event of a nuclear accident.
Joining the Vienna Convention provides internationally recognized legal mechanisms for compensation, strengthens the protection of victims, defines the responsibilities of nuclear facility operators, and ensures reliable financial guarantees for potential damages. Lawmakers say this step will enhance trust in the country’s nuclear safety system, reinforce international cooperation, and align Uzbekistan with global nuclear liability standards.
Specifically, accession to the convention will:
- Define the liability regime for damage caused by incidents at civilian nuclear facilities, along with compensation procedures, timeframes, and guiding principles;
- Establish clear obligations for nuclear facility operators and ensure financial guarantees for potential damage;
- Boost public and international confidence in Uzbekistan’s nuclear safety system and ensure compliance with modern standards.
The Vienna Convention holds nuclear facility operators liable for damage resulting from incidents at their facilities and sets minimum financial protection requirements for victims.
“The ratification of this Convention will ensure international recognition of the Republic of Uzbekistan’s rights and obligations in this field. As the peaceful use of atomic energy expands, this law will serve as a guarantee of compensation for nuclear damage,” the report noted.
The draft law was adopted by the Legislative Chamber and forwarded to the Senate for further consideration.
