Uzbekistan to digitize emergency prevention system

In Uzbekistan, all processes—from reporting an emergency to its complete resolution—will be digitized, and new operational mechanisms will be introduced. This instruction was given today, October 8, by President Shavkat Mirziyoyev during a presentation on improving the system for preventing and responding to emergencies.
It was noted that despite the adoption of more than 30 legislative acts in this field, there is still no comprehensive program for emergency protection. The Law “On Fire Safety,” adopted 16 years ago, is also considered outdated. Therefore, the president emphasized the need to establish a system capable of assessing potential emergencies in advance and responding swiftly and proactively.
During the presentation, officials reported the results of their analysis, highlighted existing problems, and presented their proposals.
It was revealed that preventive efforts are currently focused mainly within government agencies. However, more than 70 percent of emergency cases occur in households due to the use of faulty and outdated gas and electrical appliances, as well as neglect of basic safety practices.
“Therefore, it was emphasized that preventive measures should be organized at the neighborhood level, ensuring that every mahalla, street, and home is covered by safety initiatives and awareness campaigns,” the report stated.
The president also noted that the use of digital technologies and modern equipment in the sector remains low, and that the system has not yet been adapted to modern standards.
Accordingly, instructions were given to develop a digital infrastructure for the sector—digitizing all processes from emergency reporting to resolution—and to introduce new operational mechanisms. It was also noted that the number of modern vehicles and equipment for rapid response must be increased, with local production to be established where possible.
“In recent years, all sectors in our country have been undergoing transformation. The construction industry is evolving, and ‘green’ technologies are being widely introduced. In this context, it is vital to establish a continuous system of modern training, retraining, and professional development to assess and prevent new types of technogenic hazards,” the report said.
In this regard, the president instructed the establishment of a dual education and advanced training center at the Academy of the Ministry of Emergency Situations, and to expand training, education, and research opportunities for professional rescuers.
