A transparency index of state bodies will be launched in Uzbekistan

Hereinafter, the Anti-Corruption agency will compile an annual transparency index for government agencies and organizations.  This was stated in the decree of the president of Uzbekistan "On measures to increase the level of transparency and evaluation of the activities of government agencies and organizations."

The decree assesses the level of transparency of government agencies and organizations based on the following 8 indicators:

• the effectiveness of the staff responsible for ensuring transparency in government agencies and organizations;

• status of placement of information and provision of e-government services on the official websites of government agencies and organizations;

• publication of socially important information in the information resources established by law and the establishment of a system of public accountability;

• posting information on the support of budget process transparency on the official website;

• posting information on an open data portal;

• introduction of mass communication technologies;

• The use of transparency principles in the early detection and prevention of corruption;

• effectiveness of the activity of the public councils.

According to the Decree:

The Anti-Corruption agency annually will compile an index of transparency of government agencies and organizations and publishes it on the electronic platform “eanticor. uz” and in the media;

The level of transparency of government agencies and organizations is assessed on a rating from "0" to "100" and is divided into the following categories:

• from 71 to 100 points - "green"

• 55 to 71 points - "yellow"

• below 55 points - "red"

Encouraging the officials of the state body or organization with the highest level of transparency, on the contrary, the issue of liability for negative ones will be resolved in accordance with the law.

The agency has been given the following additional rights to ensure the transparency of government agencies and organizations:

• issue warnings to government agencies, organizations, and their officials not to violate the requirements of transparency legislation;

• make a proposal to take measures to eliminate the causes and conditions that led to the violation of the requirements established by the legislation on transparency;

• request documents confirming the authenticity of public information published on the official website and other information resources.
