“Tashkent heat center” returns unjustified funds

"Tashkent Heat Center" LLC has been instructed to return over 2.5 billion soums of excess income. This was reported by the Committee for the Development of Competition and Protection of Consumer Rights.

It was noted that studies conducted on the formation and application of thermal energy prices (tariffs) delivered to consumers during 2021-2023 by this limited liability company in the "Heat Power Stations" JSC system revealed that the norm set for each Gcal was increased by 14.01 m³.

As a result, the water consumption norm set by the company was increased by 0.71 m³, leading to the consumption of 4,728.85 thousand m³ of excess water. This resulted in more than 2.5 billion soums of unjustified income compared to the amount of 6,667,124.3 Gcal of thermal energy sold during 2023.

The Competition Committee found that the company's actions violated the requirements of the Cabinet of Ministers' regulations. A case was initiated against the company in accordance with the established procedure, and it was instructed to voluntarily return the excess income to consumers.

It should be noted that a similar decision was made earlier regarding "Lukoil Overseas Supply and Trading Ltd" on the return of funds received without reason. It was reported that the company should return these funds.
